the video bitrate calculator is currently only available "as it is" .
However, as the calculation does not require an internet connection, it should be possible, to save the page with the browser an to use it offline.
Regarding the bits per pixel vs. quality: Well, this is what we've writen above: Values are not absolute and depend on the codec and on the vide material.
